While I did not find swans on my recent visit to Chimacum, I've heard/read reports of a flock down Center Road (left on Center off Beaver Valley Rd/WA 19).
Much of the area around here are private farms -- you can't just roll in early morning, but it might be worth a drive down the road if you're in the area.
